Suspected Killer Caught On Video After Stabbing, Hit-Run Arrested: PPD

A 20-year-old man was arrested in connection with the stabbing and fatal hit-and-run of a 22-year-old he was seen arguing with, the Philadelphia Police announced on Friday morning.

Mang Sang was found trapped under a white KIA GT sedan and stabbed in the throat under the Delaware Expressway when police were investigating a report of screaming in the 1600 block of South Front Street around 7:40 p.m. on Monday, April 8, as Daily Voice initially reported. 

Sang was pronounced dead at the scene by Philadelphia Fire Department paramedics at 7:47 pm., according to a police release. 

The homicide investigation revealed the following the police said:

"The victim had been involved in an argument with an unidentified male suspect that turned physical. It is believed the victim was stabbed during the altercation, and then knocked to the ground. The suspect then struck the victim with their own vehicle before fleeing the scene in a dark-colored car."

Security footage shared by police on April 18 allegedly showed the accused attacker, Yel Win, run Sang over and then flee the scene in a different car, matching the investigators' assertations about the incident.

Numerous tips led police to identify Win as the suspect after the video was shared

Win turned himself into the PPD station at 5:30 p.m. Thursday night. 

The DA has been charged with murder, robbery, possession of an instrument of crime (PIC), tampering with evidence, and abuse of a corpse. Court documents were unavailable at the time of publishing.
